Ability to add a translation to the plugin store.

Added the ability to translate packages to the plugin store. This would encourage translation developers to support translations along with new versions.

I would like to add that other software such as xenforo or ips have a translation category on the store and anyone can add a translation there for free or for a fee. Please consider this option.

Is there anything known about this? If it were possible to post translations on the Plugin-Store, it would encourage authors to update their translations on an ongoing basis.
