I'm trying to work out how to send an email to all users or a group of users?

Hey, you can do it in the Admin Control Panel.

Main menu „User“ and than in the second section of the sub menu

You need full rights of Administrator to get all ACP functions.

The position in you screenshot is correct, but seems you're missing some rights there.
