You mean in the footer? They removed it, it seems. You can find it in your settings now, where you can also pick the style.

There was. I don't know, why they removed it.
The default behavior is to automatically pick the theme that matches your preferences as reported by the browser. This also adapts to changes to the preference, for example, if you have set up a dark theme preference during the evening hours and/or night time.
Logged-in users have the ability to override this automatic selection by enforcing the light or dark theme through their user preferences.

It had a couple of conceptual issues alongside with some concerns regarding the use of localStorage. At some point we made the decision to stop sinking more time into this gimmick feature and instead focus our efforts elsewhere.
