I don't know the reason, but my users (not only one) often answers the thread with the report button
I think Woltlab should rethink, where to place report button.

I think your users should learn to read. Sorry but that's just pretty stupid and not the software's fault if your users aren't willing to read the hint on top of the report dialogue which clearly says it's a report and not an answer.
And who associates an warning exclamation mark with an answer/reply button?

How about if you simply display the button in orange or yellow color or move it to the left side?

We're running the WoltLab Suite 3.1 which also includes the changes to the button bars, in fact they're split up into two separate groups now:
This translates into the separated view in the mobile view, the left group is meant for moderation class actions, while the right (and previously existing group) is now focused on interactions with the post.

Yes, I've had that too.
WoltLab did move the button a bit during the last software update to give more space between the quote button and the report button. Ideally, the button needs to be totally relocated, preferably on the left hand side of the editor box, top right or top left of the editor box, or stick it under the user's avatar.
