An idea from Xenforo here, if someone is causing problems on just one thread, could a more proportionate response from moderators be available, so that forum staff can ban/suspend members from specific threads where the nuisance is being caused?
I like being proportionate in my punishments.
Although being evil is good too.

There is a plugin by Cyperghost which can limit access to threads for certain users or user groups. Not sure if an Moderator can change it or if it's only possible while creating the thread. Maybe he can elaborate on that a bit.

Yes, in this plugin each member(only if they have the permission) can ban user from thread´s. But the author of this thread can this, too. But you can remove normal user the permission Can exclude users ,so they can´t exclude users from thread and only the team member can this.
