Suspension and User Group issues

Hi, I think there's bug or problem in WSC 3:

1- First is among user groups there's no predefined Banned group which is related to the #2

2- When assigning a Suspension Type to "Add to group", it automatically shows "Moderators" group!

I know both of them how to solve, that's simple. Also I know how to fix this when installing WSC 3 (editing sql file to create a Banned user group and change #2's default value and relevant files).

That's just a report.

I hope that be fixed in 3.1.0 Final or 3.1.1
