Guests can purchase files but not download them

I have my permissions set up so that guests are unable to download files, this does not stop them from purchasing them.

This might be happening because I have registrations set to manual approval. I had someone join my site and purchase a file before they were confirmed as a member, this should not be able to happen.

No, they cannot. The bug is unconfirmed members can see the buy button, I would say they are still guests and this shouldn't be happening.
