"Users have to be a member of the selected user groups."? I'm using administrator account. Is illogical create a notice for every group. If I'm a member for one of the selected group I have to see the notice.
Usually the administrators aren't member from other groups, because the administrators usually have full access for all options.
I could be wrong (i've never used the notice system) but for my understanding, it's an AND relation, not OR.
Maybe technically is not a bug, but in my opinion yes is bad behavior. If I (admin) want to show a notice for admins and mods... I can't.

Just create 2 notices, one for admins and one for mods and it will work.
@Black Rider is correct here. Selecting multiple groups requires users to be in all of the groups to see the notice (or similarly an ad). This way, the system is kept simpler as you can easily setup a second notice for a different user group to achieve what you want but having a notice displayed if users have to be in two groups at the same time can only be achieved by using a single notice with the given implementation of the condition.
PS: I will improve the wording of the language items a bit so that its clearer that users have to be a member of all selected user groups.

I have more than 10 user groups, you think is usefull create every message for every group? If I want to show one message for Admins, Mods, Custom A and Custom B usergroups I have to create 4 messages? The logical and usefull option is group AND OR group behaviour. You are complicating a very simple option. (cc @Matthias Schmidt)

Sorry, I explained wrong. If you are member of the one selected group you can see the message. OR option, right?
