There is no option to track changed phrases for now. I will move this topic to the suggestions section.

WoltLab Suite 3.1 will ship with an updated phrase handling. Whenever a custom phrase is automatically disabled, the original content - that is the value that the custom version is based off - will be stored separtely for comparison. On top of that the time at which the phrase has been disabled is also stored, allowing for another filter property that lists only recently disabled phrases, making it easier to find only changes caused by recent updates.
Editing a phrase with a disabled custom value will now display both the current original value as well as the previous original value, allowing one to compare the version and adjust their own value based on what has actually changed.
There is an additional notice being displayed on the ACP package list (one gets redirected there after an update), that notifies of custom phrases that have been automatically disabled in the past 7 days.

Would be a good estimate, if only the issues would be equally weighted. Hint: They're not.
Also this doesn't account for any suggestions that may get added to that are currently on watch. 2nd hint: Not all label groups are visible to the public.
