This is not the solution. Example:
I wrote a thread about a videogame. One user reports the post without reason (is unnecessary prohibit edition. I'm innocent). Two days later I edit my post including links to Mega (piracy) and other user can't report this message.

You can not report the same post twice. No one can report a post a second time that has already been reported, independent of who reported it first.
It's not a bug, it how the system works.
Hence my suggestion to post it as feature request.
Label says: it is fixed for 4.1.0 release.

With WCF 2.1, you can report content again after the initial report has been processed and "completed".
