This occurs with a new languages and the languages created by WoltLab. I exported the English language created by Woltlab (en.xml) to other forum and also appear the message.
At the very beginning of en.xml file you would see
Quote<language xmlns="http://www.woltlab.com" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:schemaLocation="http://www.woltlab.com http://www.woltlab.com/XSD/maelstrom/language.xsd" languagecode="en">
Change languagecode="en" to your country code, for instance; mine would be languagecode="tr"
I'm doing the exportation/importation through the forum's automatic system. I created a Spanish language with "es" countrycode in Forum A and I exported this file. I have tried to import this file to the Forum B and appeared this message.
I have done the same process with the files 'en' and 'de' (created by Woltlab). With the three files has happened this error. The error occurs when you export a file and you try to import it.
Is it possible that you may change the encoding of file other than UTF 8?
Looks like an issue with the export system, I'm on it.

You can still translate, but you might need to manually correct the exported file (which is easy).
Or you continue to translate and wait for an Update of WCF, and then export the language once the update is rolled out.

Please read the announcement carefully, it fixed only a single issue. As you can see on the label assigned to this thread, this issue will be fixed along with version 4.0.1
So it is pointless to release language file, now? Because even i can't import it into forum software for testing purpose. What should i do at this point? Any recommodations?
WCF 2.0.1/WBB 4.0.1 add a few missing language variables, it would make the most sense to wait until it is released. And no, there is no release date.
Simply add the missing countrycode manually to the exported file. Alexander linked the fix, you can see how it should look like there.
