Is it possible to use woltlab as an invite only forum only viewable to invited members

You can enforce visitors to log in before being able to access any content on the site. Additionally, you can disable the registration and create users manually through the admin panel for an extra layer of control. There is also a 3rd party plugin available in the official Plugin-Store that adds the concept of sending out invitations required to be able to register:
