An overhaul of the Desktop Notifications.

A shot in the dark, but worth it.

I would suggest dropping the polling for google firebase or onesignal as was suggested on github. The current implementation does not work on mobile, and the minority still uses desktop for this purpose. The notifications are much more needed on mobile.

It would satisfy, a few of the requests here. And get this CMS into the future, which is mobile.
