Is there any pre defined library like Bootstrap where I could use tabbed accordion as in ACP ?

I know the bootstrap grid works on the default template. Give it a try and see.

I have tried Bootstrap before. It does not have tabbed accordian as we get in ACP.

Seems like the tabs aren't in the css.
What you could do is add your own accordion/tabs. Take a look here:
