I just thought this might help if you install it to your forum, then your language is supported but I already saw that you helped by the translation so never mind....

It's because the font SourceSansPro does not support arabic characters. You may replace the file gallery/fonts/SourceSansPro.otf with a font that supports arabic characters.

This is a little bit complicated. In order to make this work properly, you may use ar-php and include it. In wcf/lib/system/image/adapter, you'll find the adapters, which are used. They include a method drawText() which needs to be extended:

$arabic = new I18N_Arabic('Glyphs');
$text = $arabic->utf8Glyphs($text);

I did not test it, but a few years ago, i had a similar issue.

Just download it, put the class (Arabic/ and Arabic.php) in wcf/lib/system/api/i18nArabic/ and include where you need it.

php 5 GD doesn't support UTF-8 characters.
php6 will support.
