Ah, well I'm only seeing for adding questions and listing the questions, but I also disabled registration so... lol
That explains it... lmao. That's why I don't see Captcha, I remember now I chose question option. Lol

Its like xenforo feature, when a user start trolling, spamming you setup his account by making him browse the forum very slow, get random errors so he will feel annoyed and leave the community.
ah Ok now I know what you mean. There was a similar request couple of weeks ago and most of the user disagreed with the feature.

While I understand the motivation behind this function, I'm personally not too big into this. The answer is simple: I doubt that most people facing this function are aware of its existence and in return could potentially think that the software is a complete mess because it is slow, throwing random errors and all this stuff. And we all know how fast myths spread across the internet, eventually damaging the reputation of the software pretty easily.
It's also quite a childish function used. I mean, showing somebody random time out pages or redirecting them to another site (which it can do). All rather childish...

I got your point. If people know such feature they will also think that when something goes wrong to a user this could mean feature is enabled.

If everybody knows whats going on they will find ways to work around it.

Doesn't it work based on your IP anyway also if logged out forum. All a users need do is use a proxy to check if they are being discouraged or not

If the user has a dynamic IP there is no need for that
