How can i make a language pack ?

I want to translate the script in romanian. Can you help me in some way ?

As far as I can tell...

AdminCP > Appearance > Languages > List Languages > Add Languages

Name: Name of language here

ISO Language-Code: Add your code here

(Mode details about that here http://en.wikipedia.org/wiki/ISO_639-1 )

ISO Country-Code: Add your code here

(More details about that here http://en.wikipedia.org/wiki/ISO_3166-1 )

Submit and start translating phrases.

Now I personally, could not find your code for either. I don't think every language on the planet has an ISO code, so I would make a suggestion to do away with that if it is a requirement.

I managed to translate over 200 phrases, i set the language(romanian) to default, but when you enter the forum the language is set to english. Why is that ?

The default language is chosen by your browser settings.
