From this thread, and to help cut down on forum help inquires about it, if it's even possible. Maybe have Administrative Permissions > Can manage paid subscriptions pre-enabled, if user enables PayPal and Paid subscription options?
I know stupid question: have you checked your group permissions?
Administration -> User -> User Groups -> List User Groups -> Edit Administrators -> Administrative Permissions -> Users -> Can manage paid subscriptions
That was the problem. It was not ticked.
Now I can create them.
If a user enables PayPal and Paid Subscriptions, they won't know to check the permissions for it right away, and then ask here in woltlab support forums about it. If it's possible to do this (have admin permissions enabled) by default after enabling PayPal and Paid Subscription option, they can just continue doing what they're doing and not need to ask here about it (possibly cutting down on repetitive questions).
