[4.1 beta 1] Did not come with a default htaccess

The simple newbie is going to expect a default htaccess with basic re-write rules included (to at least get them started)

They all come with a basic htaccess allowing for the enabling of friendly urls. The beta package did not include one.

Ideally it would also be nice to include a text file to include re-write friendly for nginx
