You can simply click on the Edit link and select more options:
It will open an overlay where you're able to quickly set the thread as sticky or as announcement (clicking on Announcement will show the board list for selection of boards where it should appear):

I'm sorry, but I don't understand your question, would you be so kindly to explain it to me please?
There are an option to Sticky right on the main option page, but that's no Announcement. To create an announcement I got to go to More Options and I want to void it.
I'm tempted to remove this option from the edit menu in order to reduce redundancy. Anyway, an announcement always offers the ability to display it in multiple forums, this would require opening an overlay and you would end up in the very same situation.
