Quoting seem broken

I'm having trouble quoting.

1. I tried typing text, highlighting it, and then clicking the quote button.
2. I tried clicking the quote button and then entering text into the quote.
3. I tried clicking the quote icon on my message that I wanted to quote, then hiting the reply button.
4. I tried clicking the quote icon on my message that I wanted to quote, then hiting the little floating thing and using it to start the quote process. Nothing seemed to work. I don't know why, because I've seen others quote here.
