Does he writes the message just using the WYSIWYG-editor or does he uses a third party application to do it? Also, do these tags appear while writing? It would be interessting to see, if this does show up in the preview of a post too.

He writes using the provided WYSIWYG-editor, and they only appear once he has posted the post.
His exact steps:
-Click Reply
-Write post
-Submit post
-Tags appear in post
Then he has to edit the post to remove the tags.

Also, the user does not have the option to enable/disable it. It is always disabled.

Alright, I've told him to use Chrome and will get back to you as soon as possible.
I have the same problem on my board with three users, I asked them what browser are they using, they all said Firefox.
It happens randomly for them, not in all their posts.

Disabling HTML does not fix this. I've always had it disabled.

One of my co-admins reported it to me today (we updated yesterday) and told me a users post had the tags again, although didn't provide any more information.

I check the board daily, apply updates as they become available. Have not applied the one from today. If the problem persist, I'll come back to report.

It would be interessting if this issue occurs with a different browser (e.g. Chrome) or a clean Firefox installation (e.g. portable). Chances are that this is actually caused by a browser plugin since these are the only reports so far.
I'm not able to reproduce this myself and unless this happens I cannot provide a solution. Don't get me wrong, I really want to help you (and your users) to solve this, but I cannot fix a problem without knowing what causes it.
