Is this the expected behavior?
Maybe it would be good to set a size limit on the preview or on the sizes of the smiley that can be uploaded? I don't know.

That is a difficult topic, because smileys do not have a fixed size in general. Some use smileys that are far larger because they include a huge sign or similar, so enforcing certain dimensions would break that. I view those smileys as an archaic form of emojis, but there are still plenty of people that have grown accustomed to them so we will not touch them.
