One of the features in my current development is when I ban a user, its harder for them to rejoin during the length of the ban. This is because the site automatically recognizes a shared IP address from the user.
NOTE: I never banned the ip. The site did an ip search upon registration and automatically knew, X user was banned and Y new user has the same IP, so Y user is denied.
Now obviously, this could be circumvented by the user changing their IP. But this does help keep your typical end user from out.
And in the case with someone who was using proxies to begin with, it definitely has its advantages because they can't easily get back in. The site kept track of their full user history and knows to deny all those shared IP's from rejoining
