I get a ton of errors in Webmaster Tools regarding this.
If guests cannot post/report content, why does woltlab show them the icon?
Ideally these buttons should be hidden from view if there is no permission to use them.

It's controllable per user group, we have just kept it enabled for legal reasons. -

That highly depends which jurisdiction applies for your forum and I wouldn't say that it is absolutely required if there are other ways to contact the site owner. It's something along the lines of "Better safe than sorry".
