Only logged can make threads

Hello
Please how can i manage that only logged people can make threads?
And where can i set-up which threads can anonymous people see?

I have tried manipulate with permissions with group "Everyone" but it doesnt work.
I have made:

Thread where i want only logged in can make threads

Everyone - deny making threads
Registered (active) - allow making threads
Registered (inactive) - allow making threads

But still unregistrered can make threads here.
